The program is designed to enhance communication and promote safer interactions between law enforcement officers and individuals on the autism spectrum or who may have other communication differences.

What is the Blue Envelope Program?

The Blue Envelope Program provides drivers with a blue envelope that stores important driving documents, including:

• Driver's license
• Vehicle registration
• Proof of insurance

The envelope also contains information to help officers recognize that a driver may communicate differently and provides guidance to both the driver and the officer to help make the traffic stop as safe and comfortable as possible.

How Does It Work?

Drivers participating in the program should keep the blue envelope in their vehicle. During a traffic stop, they can provide the envelope to the officer instead of handing over individual documents. The envelope helps communicate that the driver may benefit from clear, calm instructions and may respond differently during the interaction.

The program is completely voluntary and is intended to foster understanding, reduce anxiety, and improve communication between community members and law enforcement.

Although the Blue Envelope was developed to assist motorists during traffic stops, it can also be presented during any interaction with an Oswego police officer to help facilitate communication and foster mutual understanding.
