- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. Strategic Plan
In February of 2026, the Village Board adopted a new strategic plan. The plan was created over the course of several special meetings of the Village Board in Fall 2025. The strategic priorities adopted in the plan set the course for the coming years. The plan includes an update to the Village's Vision, Mission and values and creates specific objectives, key performance indicators, targets and initiatives in support of the strategic priorities.
