Lead Service Line Inventory
Effective January 1, 2022, the Illinois Lead Service Line Replacement and Notification Act (LSLRNA) (Public Act 102-0613) replaced the former lead materials inventory requirements found in the Illinois Environmental Protection Act at 415 ILCS 5/17.11.
LSLRNA requires owners and operators of community water supplies to develop, implement, and maintain a comprehensive water service line material inventory and replacement plan. Lead service line replacement and notification requirements can be found at 415 ILCS 5/17.12.
A well-developed materials inventory allows communities to prioritize and strategize the replacement of known lead service lines within their water distribution system.
The Village of Oswego is required to identify the following on the material inventory:
- The total number of service lines in the Village water supply.
- The material of each service line connected to the Village’s distribution system.
- The number of suspected lead service lines that have been identified since the last material inventory was submitted.
- The number of suspected or known lead service lines that were replaced since the last material inventory was submitted.
In addition, the Village identifies, to the best of the Village’s ability, the service lines of home and businesses that are connected to the Village’s water source. This service line is defined as piping, tubing, and necessary components that act as a conduit from the Village’s water main or source of potable water supply to the building’s plumbing at the first shut-off valve or 18 inches inside the building, whichever is shorter.

Inventory Process:
To collect the proper data, the Village did the following:
- Visually inspected service lines and documented material when doing a complete meter change out throughout the Village.
- Reviewed historical documents to determine service line material.
- Identified time periods when service lines would have been connected to the distribution system and were primarily lead service lines.
- Discussed service line repairs and installation with other Village employees, contractors, plumbers, and other workers who worked on service lines connected to the Village’s distribution system.
Findings:
- While performing the water meter replacements throughout the Village the crews found five (5) lead service lines. The Village has replaced all known lead service lines to date.
