Long Range Planning
Oswego has grown from a small town to one of the fastest growing municipalities in the state. In order to direct growth in a controlled, manageable, and sustainable manner, the Village adopted a series of comprehensive plans.
2025 Long-Range Planning Activities
Bicycle & Pedestrian Plan
What: It is important that the Village has transportation options that are safe, comfortable, and accessible for all users, including people who travel by foot, mobility device, scooter, or bike. These modes of traveling have economic, environmental, social, and health benefits for the community. The Bicycle & Pedestrian Plan will analyze current paths in the Village and provide recommendations to improve connectivity in the future. Comprehensive Plan
The Village is creating a new Comprehensive Plan to guide growth and investment for the next decade and beyond. This plan will serve as a roadmap to keep Oswego thriving, aligning growth with community values, supporting local businesses and enhancing quality of life.
Community voices will drive the process. Residents, businesses, and stakeholders will have opportunities to share ideas and priorities, helping shape a plan that reflects Oswego’s unique character and vision for the future.

Existing Plans
2015 Comprehensive Plan
Oswego's 2015 Comprehensive Plan was developed and adopted to direct future growth within the Village of Oswego and its surrounding planning areas. The plan allows community leaders to identify and plan for additional growth and changes within the Village which may have adverse physical, social, political, or environmental effects. The plan also provides direction to address development issues and processes confronting a growing and changing environment.
2009 Downtown Framework Plan
The Downtown Framework Plan, adopted in January of 2009, serves as an update to the 1998 Comprehensive Downtown Plan. Key stakeholders from around the community contributed in the process of developing a vision of the future downtown area. This collaboration led to a plan that illustrates the growth and development potential of downtown and provides recommendations for policies and strategies to accomplish the goals and visions set forth.
