- The Citizens at Risk (C.A.R.) program is designed to allow residents who may be at a greater risk of becoming confused, lost, disoriented, or missing to be registered with the Oswego Police prior to an emergency. The Compensation Reports listed below are in consideration of the State of Illinois’ Public Act 97-0609. The Village has opted to provide greater disclosure than is specifically required by this Act. These reports are based off budgeted salaries and rates. Actual compensation may vary.
