The Community Development Department is primarily responsible for the administration of the development review process, including project management, current and long-range planning. This department provides guidance to property owners, developers, citizens and other units of government on planning and other zoning related issues. Community Development prepares background reports and recommendations for the Plan Commission, Zoning Board of Appeals, and the Village Board. It also maintains and revises the Comprehensive Plan and Zoning Ordinance and prepares maps and other graphic materials for the Village, other agencies, and the general public.
Oswego has grown from a small town to one of the fastest growing municipalities in the state. In order to direct growth in a controlled, manageable, and sustainable manner, the Village adopted a series of comprehensive plans. The first, the Strategic Growth Plan, addresses growth on a Village-wide scale, and the second plan, the Downtown Framework Plan, focuses on the downtown district and its unique opportunities and challenges.
Oswego's Strategic Growth Planwas developed and adopted to direct future growth within the Village of Oswego and its surrounding planning areas. The plan allows community leaders to identify and plan for additional growth and changes within the Village which may have adverse physical, social, political, or environmental effects. The plan also provides direction to address development issues and processes confronting a growing and changing environment.
The Downtown Framework Plan, adopted in January of 2009, serves as an update to the 1998 Comprehensive Downtown Plan. Key stakeholders from around the community contributed in the process of developing a vision of the future downtown area. This collaboration led to a plan that illustrates the growth and development potential of downtown, and provides recommendations for policies and strategies to accomplish the goals and visions set forth.
The Village of Oswego Zoning Ordinance promotes the public health, safety, morals, comfort and general welfare of the citizens of the village by protecting the character and stability of the village and promoting orderly and beneficial development.
