Meter Inside/Outside Differences
The inside meter is the meter of record. Any discrepancies between the inside meter and outside reading device will be billed to the account. It is a good practice to compare both readings periodically in order to ensure the accuracy of the outside register.
If the “Bill Type”’ is listed as “Actual”, this means that the current read on your bill is the Actual Read from your meter. If the “Bill Type” is listed as “Estimated”, this means that your “Actual” read was not available. Please call our Utility Billing Department to obtain the reason for the estimation and to determine whether or not a meter repair appointment is necessary. There is no charge for meter repair appointments.
E-BILLS NOW AVAILABLE: E-Mail Notifications are now available if you wish to receive your bill via e-mail. Simply click on “Pay your Bill” at www.oswegoil.org to register, and then click on “Manage Account” and change your “Delivery Method” to receive an “E-Mail Notification Only” or “E-Mail Notification and Paper Bill”. Utility Bill Payment Options

Payments may be made using Visa, MasterCard, American Express or Discover for a one-time or recurring payment, as well as e-check, or direct debit from your checking account.
- Pay by phone
Call 630-554-3618 during regular business hours, Monday through Friday, 8 a.m. to 5 p.m., to reach a live staff member and make a payment with your credit or debit card by phone.
- Pay in person
Stop by Oswego Village Hall, 100 Parkers Mill, at the intersection of Route 34 and Route 31. After hours, a 24-hour drop box is located in the parking lot outside the main entrance to Village Hall.
Payment must be received in our office by the due date to avoid a 10% penalty charge. Failure to receive bill or payment by the due date does not excuse the late charge. Payments must be received, not postmarked, by the Due Date to avoid the penalty charge. ***Please Note*** If you pay your bill via your bank’s bill pay website, please be sure that you are instructing them to mail the payment to the Village of Oswego, 100 Parkers Mill, Oswego, IL 60543.
FREQUENTLY ASKED QUESTIONS
Where does the Village get the water we use? The Village of Oswego water is drawn from eight separate deep wells and stored in the water towers. The Village has received numerous awards for the clarity and taste of the water distributed to users of the system. The Water hardness is 13.3 grains per gallon=260 mg per liter.
How do I sign up for Village Water service? To sign up for service, please call our office at 630.554.3618 prior to the move-in date and provide the property address, the closing date or rental start date, your name, a contact phone number and the last four digits of your social security number.
How is the Village utility (water/sewer/refuse) billing structured? The Village mails a bill to each user of the system on a bi-monthly basis. You will receive six bills annually to be paid within 20 days of the bill date.
Billing Dates, Due Dates, Disconnection Dates
Due Date; Your Village of Oswego utility payment must be received by the Village within 20 days from the Billing Date shown on the Utility Bill.
Direct Debit and Credit Card auto payments will be deducted from the authorized account on the Due Date listed on the bill.
Late Charge; An additional 10% of the amount billed will be added to your account if payment is not received by the due date.
Disconnection of Service: A delinquent account fee of $50.00 will be added to your account if the amount due is not paid by the disconnection due date.
After Disconnection Date: The total balance owed to the Village must be paid, to bring your account into good standing, before water service will be restored.
Billing: Users will be mailed a bill every other month on the 15th of the month. Notice of Delinquent Account bills will be mailed to those who do not pay by the due date. A Disconnection Notice bill will be mailed, prior to shut-offs, to those accounts that remain delinquent.
What is the billing for refuse on the bill for? The refuse charge that appears on your bill is for garbage and recycling pick-up. If you have questions about garbage pick-up, or if your pick-up was missed, please call our Public Works Department at 630.554.3242.
The Village of Oswego Water Conservation ordinance is in effect at all times.
Even-numbered properties may water with an automatic sprinkling device on even-numbered days of the month between the hours of 4am-9am and 6pm-9pm. Village of Oswego Sewer Maintenance Charges vs. Fox Metro Sewer Treatment Charges
The Village of Oswego Sewer Maintenance Charge is for the maintenance of the physical sewer lines that run through the infrastructure. This charge will fluctuate as it is based on your water usage.
FOX METRO WATER RECLAMATION DISTRICT provides sewer treatment service for residents of the Village of Oswego. Basically FOX METRO WRD treats the dirty water that is flushed down the toilet or goes down the shower etc. You will receive a separate bill from Fox Metro every other month. Fox Metro bills are also based on your water usage.
Water discounts for excess usage
FOX METRO WRD offers a discount to residents who have watered new sod and/or filled a swimming pool. To request the discount, contact FOX METRO WRD @ (630)301-6881 after you receive your FOX METRO WRD bill that includes the excess usage. There are no discounts available for excess water usage on the Village of Oswego Utility Bill. Regardless of what the water is used for, all water & sewer maintenance charges apply.

Senior Citizen Discount Rates for Garbage and Utility Taxes
Senior Refuse Rate: $33.24
Senior Utility Tax Rebate: $6.00 credit per bill
To qualify for the above Senior Refuse Rate and Senior Utility Tax Rebate, a resident must be 65 years or older and provide legal proof of age, such as a copy of a driver’s license or birth certificate.

Senior Water Rate: $2.72 per 100CF
Senior Sewer Rate: $0.64 per 100CF
To qualify for the Village of Oswego Senior Water & Sewer rates you must first qualify for the Kendall County Senior Assessment Tax Freeze. To be eligible for the Kendall Co. Senior Assessment Tax Freeze you must be 65 years or older, meet the residency requirements and have a maximum annual gross total household income of $65,000.00 or less. Residents who qualify must provide the Village of Oswego with a copy of the most current tax bill &/or a copy of the APPROVED Senior Assessment Freeze application from Kendall County.
